The Uko Umoh Touchstone: Two Years of Strategic Development and Sustainable Impact in Etinan

By Substance Udo-Nature

Hon. Uko Umoh’s strides in the last twenty-four months have vindicated the Supreme Court’s ruling in favour of local government autonomy. Indeed, his performance is an index for discourse on grassroots governance.

It would be recalled that, amongst other things, the autonomy grants local government areas the constitutional freedom to operate as independent third tier of government.

Like every other local government chairman,Hon. Uko Umoh, FSLM, was sworn in exactly two years ago as the Executive Chairman of Etinan Local Government Area on 7th October, 2024. He thus belongs in the pioneer set of local government chairmen to have benefitedfrom local government autonomy brought into effect by the administration of President Bola Ahmed Tinubu, following the Supreme Court of July 11, 2024.

There was something peculiar and interesting about how Uko Umoh stepped into office, something that made trending headlines and instantly endeared him to the people. It was his vision statement prophetically encapsulated in the slogan: “A New Etinan is Possible”.

It was a vision built upon hindsight and his deep knowledge of the history of local government administration in Akwa Ibom State and Nigeria as a whole. For a fact, Etinan can boast of being of the oldest local government areas counting from the days of old Cross River State. The foundational logic therefore is that so much supposed to have happened in Etinan if all was in sync with the people’s expectations.

This was the gap Uko Umoh determinedly came to fill. And he is filling it with relentless momentum and realistic hope in better times than what is already being celebrated with his touchstone deliverables. The aggregate impact, like the contagious feeling, is undeniable.

On assumption of office, he adopted a blueprint that covers provision of social amenities, infrastructure, education, transportation, agriculture, human capacity development, healthcare, empowerment, visibility to the people through regular interface, etc.

The Uko Umo administration has provided steady water supply through the rehabilitation of malfunction water projects across five communities; restored electricity in five communities through provision of transformers and electric poles.

It is also on record that Etinan is having her first ever ultramodern bus terminus, with all a modern terminus should have, in the administration of Hon. Uko Umoh. This has brought about comfort, reduction in travel time, decency, etc. Besides, minibuses were given out to many Etinan people who previously were either idle or unemployed.

The council is also booming today in nano, small and medium scale enterprises by indigens who have benefited from subsidies, loans as well as start-up kits that were given to artisans and technicians for self-sustenance and those desirous of training others.

The administration has also renovated primary health facility at Ndon Utin. Massive renovation work has also been undertaken at the Etinan stadium, to boost sports and engender interest in youths who are to be groomed as future stars.

There has also been massive grading of aggregate of 140kms of roads across communities. This effort was complemented with the repairs of the council’s machinery that had been abandoned for years.

The Council Secretariat has not been left out in the breathtaking transformation.  Ongoing is the construction of an ultra-modern office for the chairman; a special worship auditorium to deepen staff relationship with God; and other aspects of renovation to give the secretariat a facelift.

Moreover, to boost productivity and incentivize workers, the welfare of staff and personnel at the secretariat has not been taken for granted. Uko Umo holds the record of having been the first or amongst the first to have provided official vehicles to qualified personnel at the secretariat. From available information, modalities are in the works for provision of other forms of incentives, including training and retraining of staff to help keep pace with emerging demands and expectations.

Uko Umoh is also religiously replicating the State Government’s policy of supporting students in their academic pursuits. For instance, to lift the burden off students and guardians, his administration bought JAMB forms for thousands of students, provided educational material to 41 public primary schools in Etinan, sponsored school uniforms for pupils in the State government-inspired model school, Ikot Isong. In a matter of time, bursary for indigens of the local government across tertiary institutions shall kickstart.

In imitation of the ARISE Agenda of His Excellency, Pastor Umo Eno, PhD, the Uko Umoh administration is enhancing food security with infectious passion and massive investments. He has established a model farm where tomato, cucumber, watermelon, pumpkin, pepper have been cultivated on a 3-hectare land area. In addition, seedlings of different crops and farm equipment have been distributed to farmers.

His empowerment programmes are also commendable. These include grants for SMEs, vocational tools and start-up kits for artisans, financial goodwill to widows, general financial grants for entrepreneurs, and provision of bicycles to information managers in 64 villages to boost information dissemination within their jurisdictions.

For financial dignity and credibility of the council, Uko Umoh is also deeply concerned about clearing all financial and related liabilities he inherited on assumption of office. Hence, management of funds at the secretariat has been well programmed to follow strict processes and procedures that promote fiduciary discipline, transparency, and accountability, while checkmating wastefulness and frivolous requisitions.

Interestingly, the Council chairman does not gloat the achievements. In a recent interview, he expressed deep appreciation to God and all the human factors that contributed to his emergence as Chairman of the council. He particularly thanked His Excellency, Pastor Umo Eno, for the level-playing ground he allowed in the election that led to the emergence of local government chairmen.

“His Excellency has been my mentor. His pacific policy of inclusion and strict financial prudence so as to channel funds to the state development are worthy of note. But let particularly than His Excellency for his goodwill towards me and Etinan people, and for being such an exemplary leader who has rekindled oneness spirit in the State irrespective of one’s political affiliation. I must add that I have a duty to justify the mandate reposed in me as chairman of Etinan Local Area. 24 months after, here we are. But to me, this is just a beginning for something greater and better, to deepen democracy at the grassroots”.

It must be mentioned that there are innate and acquired traits for Uko Umoh outstanding performance are his characteristic obsession with or aptitude towards meeting set goals in whatever he ventures into. The second is his humility and readiness to keep learning and applying the knowledge gained in improving his leadership.

Besides, he didn’t step into office as a public service neophyte or charlatan in leadership dynamics. Through private enterprise of memorable outcomes and leadership tutelage from the best of mentors, he already had spent time studying the ropes and knowing how best to explore and exploit opportunities when necessity calls. Uko has been an entrepreneurship across different areas. Most prominent perhaps is his adventure into newspaper publishing and journalism. It is on record that he ahs trained hundreds of Journalists in the state.

On September 22, 2026, Hon. Umoh was one of the participants at a three-day maiden Annual National Conference for Chairmen of the 774 Local Government Councils and Chairmen of Traditional Rulers’ Councils in Nigeria. Held at the Banquet Hall of the State House, Abuja, the theme was: “Cascading President Bola Tinubu’s Renewed Hope Agenda to the Grassroots”.

The conference was an occasion for knowledge-transfer that specifically offered participating local government chairmen opportunity for self-appraisal and projection into the future.

Delivering his speech through the Secretary to the Government of the Federation, George Akume, President Tinubu stated: “The true test of policy is not what is announced in Abuja, but what changes in our worlds, villages, towns and communities. Local government autonomy is not an end in itself; rather, it is an instrument for service and development”.

Exponentially, the conference aimed at strengthening the role of local governmentsand traditional institutions in deliveringgovernment programmes to communities. I can imagine how relieved and proud Hon. Umoh must have been of his two-year record card when President Bola Tinubu reminded the chairmen of their role as heads of local government areas.

The Akwa Ibom State Governor, Public Affairs analysts, Journalists, individual and corporate organizations, media platforms, and others have all commended the star performance of this dedicated chairman with impeccable record of service delivery. Congratulations!
