NEPL, SUMEDHA INAUGURATE OML-13 HOST COMMUNITIES DEVELOPMENT TRUST BOARD
The Nigerian National Petroleum Company Exploration & Production Limited (NEPL), in partnership with joint venture operator Sumedha Energy Limited (SEL), have formally inaugurated the Board of Trustees (BOT) for the OML-13 Host Communities Development Trust (HCDT) in Eket, Akwa Ibom State.
The inauguration, held in line with the provisions of the Petroleum Industry Act (PIA) 2021, represents a landmark effort to institutionalize community participation in oil wealth management. Under the Act, oil companies are mandated to commit 3% of their annual operational expenditure to host communities through Development Trusts that fund sustainable and people-centered projects.
More than a statutory obligation, the ceremony marked a new era of shared responsibility, economic inclusion, and trust-building between the oil sector and its host communities.
Delivering the keynote address, Mr. Auwal Ya’u, Deputy Chief Operating Officer of NEPL, emphasized the strategic value of the initiative for long-term peace and prosperity in the region.
“This is not just about fulfilling a statutory requirement,” Mr. Ya’u stated. “It is a sincere step toward fostering peace, building trust, and delivering development directly to the grassroots. We are co-authors of a new chapter in our relationship with the communities of OML-13.”
This vision underscores the broader significance of the Host Communities Development Trust: it is not merely a compliance mechanism, but a catalyst for social transformation. By putting resources and decision-making power directly in the hands of communities, the Trust empowers them to take ownership of their development trajectory.
Representing the Chief Executive Officer of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Engr. Gbenga Komolafe, Mr. Etim Etukudo applauded the joint venture partners for adhering to regulatory expectations. He challenged the BOT to champion legacy projects that create lasting impact.
“Over 146 HCDTs have been registered across the country, many of which are already active. The BOT must prioritize legacy projects—initiatives that will outlive oil. Focus on education, healthcare, renewable energy, and skill acquisition,” he said.
Speaking on behalf of the Akwa Ibom State Government, the Commissioner for Environment and Mineral Resources, Rt. Hon. Nsikak Ekong, represented by the Permanent Secretary, Mrs. Ikwo Abia, praised NEPL and SEL for their commitment to inclusive growth.
“ this initiative supports Governor Umo Eno’s ARISE Agenda by promoting economic empowerment, peace, and infrastructure development,” she said.
The newly inaugurated Chairman of the Board of Trustees, Mr. Ekpris Goldstone, acknowledged the weight of responsibility entrusted to the board. He pledged to lead with integrity and deliver development that directly benefits the people.
“This trust belongs to the people. We are only caretakers, and we must act with honesty and purpose. Our focus will be on projects that improve lives—education, healthcare, job creation, and environmental sustainability,” he assured.
Wrapping up the event,, the lead Manager of Sumedha Energy Limited, reaffirmed the company’s long-term commitment to mutual growth.
“This is more than paperwork. It’s a shared commitment to grow together, to invest together, and to succeed together. No oil company can thrive without the support and trust of its host communities.”
The event was attended by a wide array of dignitaries and stakeholders, including the Chairmen of Eastern Obolo, Mkpat Enin, Etinan, and Nsit Ubium, the Paramount Ruler of Eket, representatives of traditional institutions from Onna and Iko Town, clan heads, labour leaders, officials from the Ministry of Labour and Manpower Planning, and representatives from the banking and corporate sectors.
